How about an essay contest with the theme "What are your dreams?".   Partner with local businesses/financial institutions to award money in the form of a 529 plan (to be used for education) to the winner.

I always like to do an art contest open to the whole school & work also with our art teachers during Teen Read Week each year.  This year I am thinking about having students illustrate a "dream/reality quote", & have suggested the art teacher could use this in conjunction with a discussion of Surrealism.  I've found several quotes on Pinterest, such as "A dream you dream alone is only a dream. A dream you dream together is reality." - John Lennon, “It does not do to dwell on dreams and forget to live.” ― J.K. RowlingHarry Potter and the Sorcerer's Stone“All that we see or seem is but a dream within a dream.”
― Edgar Allan Poe - There are lots more on Goodreads tagged with "dreams' or "reality"  We have students & teachers vote for their favorite during TRW & give the winner a $20 gift card to the Walmart or the bookstore of their choice.

The Covina Public Library will be challenging teens during Teen Read Week with an art and writing contest! Teens can participate in either contest and are challenged to turn in items that best interpret what turning their dreams into a reality means to them.
